Blair was Chaplain of the Virginia House of Delegates and the sermons are about the death of Washington; criticism of the writings of Thomas Paine; and various religious topics. With numeric code penciled on the first four blank endpapers, similar to the diplomatic secret code (cypher) used to encode and decode letters. Final page of document conferring extraordinary power on Washington. For six months he is granted the power "to fill up all Vacancies in every other Department in the American Armies; to take wherever he may be, whatever he may want for the Use of the Army...to arrest and confine Persons who refuse to take the Continental Currency, or are otherwise disaffected to the American Cause." The lost portion of the document confers on Washington other powers as well. It is possible this document was being sent to Washington himself, then intercepted by the British. Title from docket. Expresses gratitude that the treaty he and Isaac Shelby brokered with the Chickasaws met with then Secretary of War Calhoun's approval. In the treaty, the Chickasaw relinquished their claims to land east of the Mississippi River and north of the Mississippi state line and were given a $20,000, fifteen-year annuity.
