Title: to B. H. Smith

Brigadier General Scammon of the 23rd Ohio regiment writes to Smith to forward a complaint letter from a woman named Laura Ruffner, who asked for interference in the matter of coal property. This letter is written on a portion of a page of Ruffner's letter but her letter is cut off. Scammon asks Smith, whom he addresses as "Honorable," what should be done. On verso is an autograph endorsement signed by Scammon dated 19 March responding to Mrs. Ruffner stating that the civil authorities are charged with protecting the rights of Mrs. Ruffner.

Scammon endorses it as received on 12 March and writes, "Why not telegraph?"

Scammon writes as Colonel of the 23rd Ohio to General Cox, the division commander at Charleston, West Virginia. States that Colonel Rutherford B. Hayes has reported that some men of the 23rd Ohio have captured 15 "noted Bushwhackers" and burned their rendezvous. Informs of the supplies they captured, including muskets, bacon, flour, and six canoes. Notes that no one was hurt and ends by stating, "They deserve no leniency." Year inferred from Scammon's rank as Colonel.

Hayes reports that there are 1000 Confederate troops at Flat Top Mountain and that they have captured some Union men. Thinks they should push on to Princeton, West Virginia and stresses the need for cavalry. With note to Colonel Hayes from Scammon stating he approves of Hayes's plan to employ citizens instead of soldiers for transportation. Year inferred from Scammon's rank as Colonel.

Non-commissioned officer's sword, model 1840. Used at West Point and owned by William E. Jones. Inscribed "Ames &Mfg. Co., Chicopee, Mass." The Ames Manufacturing Company was founded in 1835 in Chicopee, Massachusetts. The company manufactured small tools, cotton machinery, swords, and cannon; they contracted with the U.S. Government to provide several thousand guns for the War with Mexico in 1845. Ames produced more swords for the American military than any other company before or since.
