Bayard authorizes George Dawson to raise a company of men in Halifax to serve under Lieutenant Colonel Commandant Bayard. Indicates that the troops are needed to serve the Crown during the American Revolution. Informs Dawson that after he successfully recruits the men, he will be appointed captain. Marked a copy. Docket notes that the original document dates to May 20, 1780.

Van Cortland, and his fellow executors, Rachel Dawson and George Barnes, authorize Thomas MacDonogh to take legal action against John Thorton, a London merchant, to recover Roper Dawson's property. WItnessed by Van Cortland and certified (but not signed) by David Matthews, the mayor of New York City. Docketed the same day as the letter states.

Title: [Authorization for Mr. Macdonogh of Brampton, England, to have power of attorney for Dawson]

Dawson, son of the late Roper Dawson, attests that he is serving as a captain of a company in the British Legion and has been deprived of property in New York and elsewhere in America "on Account of my Loyalty to his Majesty and my Attachment to the British Government." As a consequence of Dawson's embarking from London for Nova Scotia, he empowers Macdonogh to pursue a memorial petition seeking indemnification from the Crown for the losses that resulted from his being a loyalist during the American Revolution.

Bryant claimed to have never received any "benefit from the State" related to his commutation. Asks Bryant if has "contracted" anyone to clean the arms on the terms Bryant had previously written about. Written from the War Office.

Discusses the need to capture "the villains who broke open the public store at Springfield" Writes, "In all cases of the kind the most vigorous search ought to be made to find out the culprits and to bring them to condign punishment..." Notes he has transmitted a certificate from the paymaster stating that Captain Bryant never received "the commutation and that you were never entitled to it..." Also indicates he has ordered Ralph Pomeroy to transport two hundred tons of shot and shells from Salisbury furnace to the armory at Springfield, Massachusetts and asks Bryant to provide itemized…

Orders Captain Bryant to immediately send him "a return of every article taken by General Shepard [from the armory in Springfield, Massachusetts]...noting particularly the state they were in at the time they were taken, and at the time they were returned." Indicates he expects Captain Bryant to improve his "accuracy and attention." General William Shepard, commander of the troops at Springfield, protected the Armory from participants in Shays' Rebellion in January 1787. The following month he helped capture the rebels. Directs Bryant to "make yourself acquainted with the value of these articles and for the price they could be sold at Springfied or Hartford." Written from the War Office.

Warns Bryant to be "extremely careful that no accident happens with the powder" and to remember the instructions Knox gave him in 1785, indicating that "any misfortune arising from the least inattention on your part will never be forgiven by the public." With a postscript asking him to "Inform Mr. Henly I received his letter." Written from the War Office.

Wadsworth has been instructed to inform Knox once he receives payment; Knox will then issue an order for Bryant's and Mr. Henly's pay for the last year. Comments on the settling of accounts in the ordnance department related to Bryant's pay. Closes by claiming he has made every effort to pay the people in his department but "the absolute poverty of the treasury of the United States have opposed insuperable obstacles…
