Reports that 300 men deserted from the 63rd regiment. With autograph endorsement signed in initials by Scammon stating to forward this information to General Benjamin F. Kelly. Whaley writes a telegram to Brigadier General Scammon of the 23rd Ohio to inform him of a cavalry company at Point Pleasant that is terrorizing citizens. He states, "They are the tools of one or two unprincipled men & are the terror of the Union men of this County. They are threatening to mob the new press before the paper is issued." Asks Scammon to send troops for protection. With autograph endorsement signed in initials by Scammon stating those troops have not reported to him and that he will send protection. Rice, 1st Lieutenant of the 23rd Ohio and Chairman of board of survey, reports to Colonel Scammon about the contents of a box of clothing. States that the actual contents differ from what was supposed to be inside and lists the number of pants, shoes, etc.

Copy of a special order by the Board of Survey detailing the differences in clothing amounts between what was reported on the invoices and what actually was counted at the posts of Gauley and Fayetteville, West Virginia. Asks if he may pasture his stock on the other side of his post in Gallipolis, West Virginia, where there is good pasture land and fine farms. Gives his explanation of how this could be done. With autograph endorsment signed in initials by Scammon stating that this cannot be done at the present time.

Copy of a report on the supplies of R. S. Gardner, a lieutenant in the 3rd Provisional Brigade to Colonel Eliakim P. Scammon, as Colonel of the same brigade. The Board of Survey members were appointed under special orders no. 48. Signed by More as Captain, Company I, 23rd Ohio Volunteer Infantry, J.R. McMullin as Captain, 1st Battery Ohio Artillery, and James Taylor as 1st Lieutenant, 30th Regiment Ohio Volunteer Infantry. Lists the pounds of bread, rice, hominy and potatoes in Gardner's possession. States that they are all damaged by rot and mold and therefore unfit for use of the troops…

Survey Board report by McMullin as Captain, 1st Battery, Ohio Artillery; William H. Zimmerman, Captain Co. E, 23rd regiment Ohio; and William H. Harlan, Captain, Co. G, 30th regiment, Ohio. According to special orders no. 70, lists the damages done to Cassady's property on the Laurel Creek by U.S. troops. Also gives costs for repair of the grist mill. Autograph endorsement signed by Colonel Eliakim P. Scammon 23rd Ohio regiment approving the payment for the destruction.
