A letter from President Reagan to Moorhead concerning the Skelton-Edwards-Ray-Chandler amendment. He states that the amendment is necessary to counter the actions of the socialist Sandinista government. The goal of this amendment was to provide "the assistance necessary to rekindle the hope for democracy in Nicaragua and stability in Central America. It also demonstrates the resolve to resist the expansion of Soviet influence on the American mainland." He writes, without this bill people in the future may be forced to make a worse decision. The letter also mentions other issues in Central America and democracy. Mentioning El Salvador and the U.S. assistance that was given. This letter is on White House stationery.
