Reed discusses counter-intelligence "it being of the utmost importance to prevent any Communication or Correspondence with the Enemy," the British invasion of Staten Island, and a direction that the army not recruit unarmed soldiers, as guns "cannot be provided here and must therefore be an incumbence to the Army of the publick."
