Written by Colonel Reed as Adjutant General of the Continental Army to General Lee. Says in consequence of his note, General Washington has ordered General Putnam to send a party to Tarrytown. If the party feels Washington should, he'll detach a body of troops to deal with the enemy. A regiment is being sent to reinforce General Beall. Says to let Washington know if anything else occurs. This was written around the time Reed and Lee were exchanging letters criticizing Washington for his performance during the previous campaign in New York. Signed as President of the Supreme Executive Council of Pennsylvania. Explains that the arrival of the French fleet has induced General George Washington and the Continental Congress to "call for a number of Teams and Horses." Seeks wagons and horses from Moore. Discusses how to obtain the horses and wagons and branding them. Explains that impressment is permitted. A post script asks for frequent updates on his progess. Written in the hand of Timothy Matlack, Secretary of the Supreme Executive Council of Pennsylvania.

Reed discusses counter-intelligence "it being of the utmost importance to prevent any Communication or Correspondence with the Enemy," the British invasion of Staten Island, and a direction that the army not recruit unarmed soldiers, as guns "cannot be provided here and must therefore be an incumbence to the Army of the publick."
