Attempting to relieve financial distress of General Tadeusz Kosciuszko, who was living in Paris, Jefferson notes that "all his funds are in our monied institution" and other problems with paying him interest. Asks if Monroe, then secretary of state, can have his department remit Kosciuszko's annual funds.
