Reports on various events related to the 19 April 1861 Baltimore Riot, during which secessionists attacked Union soldiers passing through the city. Referring to Baltimore officials' prior authorization of the destruction of bridges leading into the city, states "the President said to the Baltimore deputation, on Monday, if the passage of U. S. troops was again obstructed he would lay the city in ashes."
