United States General-In-Chief Scott relates orders received from President Abraham Lincoln to General Butler, Brigadier General of Militia, regarding the Legislature of Maryland scheduled to assemble at Annapolis. Hoping to prevent further uprising following the 19 April 1861 Baltimore Riot, Lincoln orders that if the Legislature arms their people against the United States, Butler must "adopt the most prompt and efficient means to counteract, even if necessary to the bombardment of their cities- and in the extremest necessity suspension of the writ of habeas corpus."

States that Egerton, who drove back Union troops instead of Baltimore citizens, claims misapprehension of Hicks' orders.

Attests that police Marshal George Proctor Kane ordered men to protect the Union troops passing through the city. Claims that in the confusion, Union soldiers fired indiscriminately into the mob, which included Mayor George W. Brown. Recalls "laboring under violent excitement ... for who could look calmly on and see the 'Yankee Miscreants' shoot our people in the Streets."

Based on the request of Maryland Governor Hicks, Colonel John G. Johannes recalls events of the Baltimore Riot. States that 19 April 19, 1861, after spotting a signal light from the Armory of the Maryland Guard, he consulted his Commander, who had been dispatched to the office of George Proctor Kane, Marshal of Police. Claims that General Charles Calvert Egerton ordered Johannes and thirty men to report to Kane immediately. Recalls that bridges into the city were burned "entirely by the police force under the immediate eye of the marshall."

According to the committee's statement, the inscription reads: "To his excellency, Thomas Hollyday Hicks, Governor of the State of Maryland. From the Union men of Kent, for his unswerving devotion to the Constitution, and the Union."

The John Adams was a training ship for midshipmen at the Naval Academy. As such, the daily orders have many references to extra duties and "watch" dealt out as punishment for minor ("smoking", "for not having hammocks up in time") and more serious ("throwing salt cellar at sevt", "kicking a servant") offenses. The John Adams returned to New York in January 1862 after operations in the Pacific and Far East. What Volck calls a "battle" has been more often been described as the Baltimore Riot. Shows the 6th Massachusetts Regiment travelling through Baltimore to Washington, answering Lincoln's call for 75,000 volunteers for ninety days' service to defend the capitol.
