The image shows a vignette portrait of John Henninger Reagan, wearing a civilian suit and looking to his left of the camera. Inscriptions on recto: "J. H. Reagan" and "C. M. Bell Washington, D.C." Inscriptions on verso: "Hon. J. H. Reagan" and "C. M. Bell Artist 459, 461, 463 &465 Penn. Avenue, Washington."
