Captain Joseph Brooks was tried at a general court martial for not paying his debts, falsifying his word, and for claiming a Virginian named Robert Cunningham was of good repute. The court, presided over by David Strong, acquitted Brooks of the charges. Wayne was the general in command of the United States Army in Greeneville, Ohio.
