Reports on an unsuccessful conference in Canada concerning assuming control of the western forts. Indicates that General Frederick Haldimand, the governor of the province of Quebec, refused to agree on any terms until there was a definitive treaty, although he did observe a cessation of fighting. Claims that Haldimand will limit communication and attempt "to hinder any overtures, being made from the United States to the Indians."
