Written by Southard as Secretary of the Navy to Lieutenant Mayo. Southard forwards Commodore Charles Stewart's opinion that Mayo needs to remain in the country for his trial. Says he is to apprise the Department of the Navy of his residence from time to time. Mayo was on the ship U.S.S. North Carolina. Note on verso signed by Mayo says that he attended Stewart's trial and then took passage on the frigate "Brandywine" and rejoined the U.S.S. North Carolina at Gibraltar as Flag Lieutenant to Commodore John Rodgers. Stewart was being tried on charges of convoying a foreign (British) ship into a blockade point.

Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One of these specific conditions is that the photocopy or reproduction is not to be “used for any purpose other than private study, scholarship, or research.” If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excess of “fair use,” that user may be liable for copyright infringement.
