General Howard writes to an unknown recipient concerning Graham H. Chapin of the 82nd New York regiment. Notes that he asked for the written opinion of the Lt. Col. Comdg., who assured him that Chapin was a good soldier, and that "the company commander wished to promote him to a non-commissioned officer, but the young man felt that he was incompetent." Notes that the Lieutenant Colonel advised Chapin to rise step by step. Wishes to interfere as little as possibly with regimental nominations, but will intercede on the recipient's behalf.
