Written by Frothingham as Commissary of Military Stores to General Knox. Reports that to finish his business in Philadelphia, he met with Mr. Milligan, "who is Autheriz'd to settle the accounts of the department." Says the account cannot be closed until all members have settled with the principal for all the stores received and delivered by them. After that, the whole will be placed in one general account. Says this will be a cumbersome process that will probably embarrass some public servants. Will try to make one more attempt to give his books and papers to Milligan and if that is not acceptable he must return to West Point to correct his accounts. Mentions that his predecessor Samuel Hodgdon has been giving him assistance. Will settle his cash accounts in a few days.
