Written by Frothingham as Commissary of Military Stores to General Knox. Reports that to finish his business in Philadelphia, he met with Mr. Milligan, "who is Autheriz'd to settle the accounts of the department." Says the account cannot be closed until all members have settled with the principal for all the stores received and delivered by them. After that, the whole will be placed in one general account.
