Thomas Seymour signs on behalf of the Colony of Connecticut. Countersigned by William Douglas. Seymour and Douglas confirm that the Connecticut Colony Committee, by order of Governor Jonathan Trumbull, required that an express was sent to Hartford to carry unspecified pay rolls to General Schuyler (possibly Philip Schuyler).
