Ordway explains that the ribbon was designed for members of Congress. Instructions on how to wear the ribbon are also included. A congressional mourning ribbon (GLC01423.01) was originally enclosed with the letter. The letter is also accompanied by an admission card for inauguration day, March 4, 1865. The card, signed by George T. Brown, admitted Kellogg and his family to the inauguration.
