Sherman tells Bowen that he forwarded the letter she wrote to the Postmaster General. Sherman included a superscription that will make sure it is read by the Postmaster General, an action that Sherman describes as the "usual Red tape process." He hopes Bowen succeeds in enacting her (unspecified) reform, but doubts she will. Written on printed stationery of headquarters of the United States army.
