Signed by Jefferson as Secretary of State. Congress relieves Twining due to his "failure in neglecting to transport the mail between Charleston and Savannah" from September 1787 through January 1788. Authorized by Frederick Augustus Muhlenberg, Speaker of the House of Representatives; Vice President John Adams; and President George Washington.
