Sets the federal budget for the year at $1,589,044.72. Lists the salaries to be paid to members and employees of government, the amount of their expenses, such as stationary, to be covered, and other costs of the federal government, such as the Indian Bureau. Gives the President the power to borrow money from the Bank to pay off these expenses. Signed by Jefferson as Secretary of State.
