Writes to Jay, then Minister to Spain, about Jays appointment as one of five commissioners to negotiate peace during the American Revolution (which eventually resulted in the Treaty of Paris). Gives advice on how to deal with Spain, asking him to reiterate their commitment to winning the war and to "Hint a private Treaty to comprehend the Cession of the Floridas and even of Jamaica as an Ultimatum of Peace." Praises the appointment of Thomas McKean as President of Congress. The letter was continued on 10 July and 17 July 1781. Signed twice.

States he is sorry to hear that Captain Bryant's company is weak but says "it is out of my power to add to it, except by ordering such men of the artillery to it, who are unable to do field duty." Approves of Bryant sending samples of "fuzes, rockets and tubes" of Bryant's making. Asks Bryant to inform Colonel David Mason that Knox applied to Colonel Timothy Pickering for an order on the quarter master in Springfield. He gives compliments to Mrs. Hamilton, General Philip Schuyler, and the Schuyler family.

The map has some slight losses on the left side in the upper Mississippi River and also in West Florida; the "Account" has some slight text losses (noticeably: Nova Scotia).

Also wants to know what vacant offices are available and to put that information in a separate column. Asks for the information as soon as possible. Postscript asks that he forward the enclosed (not included here). Free frank is Hancock's signature.
