Title: [Proclamation to the inhabitants of Clarksville, Tennessee]
Proclamation under the name of Rear Admiral Foote after the capture of Forts Donelson and Henry and the city of Clarksville. Written to the inhabitants of the city, at the suggestion of former Congressman Cave Johnson, after the town dignitaries spoke to Foote about his views toward the town's safety and property. Says "neither in their persons nor in their property, shall they suffer molestation by me or the naval force under my command."
