Ulmer traveled with Robert Houston to see Paul Dudley Sargent and Oliver Parker, but did not get to see the Sheriff Thomas Phillips. Ulmer reports, "the Insurgents say they are two thousand strong --and keep spies out Continually to watch the movements of Government." Ulmer says the cost of all this will be significant and that the raids have done a lot of damage.

Reports to Knox that he is holding a suspicious person at Constitution Island who arrived alone and without credentials. He then asked for information about the forts and weapons there. Includes a reply from Samuel Shaw stating that Knox asked him to write, and states that Knox expresses his thanks for Reily's vigilance. Says the prisoner is innocent and visited the Island solely out of curiosity. Declares that he should be released after being informed of the "great impropriety in a person visiting any military post" without proper introduction. Written at Constitution Island.

Written from "Gill's Signal Station." Saunders writes as the Sergeant in command of the Station: "I send…a man who came to my station today. He says he is from Philadelphia and just out of "Castle Thunder" Richmond. I do not think he is altogether right, as contradicted himself several times in his statements." Castle Thunder in Richmond was a tobacco warehouse converted into a prison during the Civil War. Prisoners, many of whom were under sentence of death, were primarily civilians, they included violent criminals, Union sympathizers, and spies, among them Dr. Mary E. Walker.

Most of the information on this record comes from a letter written by Julian P. Boyd, the editor of The Papers of Thomas Jefferson, in 1969. Boyd's letter is in the file with the original document. The document is not signed, but Boyd identifies its creator as William Temple Franklin, Benjamin Franklin's grandson. Boyd claims it was sent to Tench Coxe who was serving as Assistant Secretary of the Treasury. The letter is a summary of the report of the Lords of Trade to the Privy Council. Appears to be Kingston's cypher to communicate with Sir Henry Clinton in code. "Sir Henry Clinton" is written in pen at the top of one side, along with the word "Top" as a direction of how to place the cypher. There are 4 cut outs. When placed over a coded letter of the same size the cut outs provide a window for the message. There are pencil lines extending from the cut outs as well, which appear to be measurement lines for the actual cut outs.
