Year of the letter was taken from the envelope. Includes an embossed seal in the upper left hand corner.

Notes he is finally feeling better. He drew his pay on the ninth of the month, but lost all the money on the same day while waiting at a depot in Cleveland. He now has only thirty-four dollars to keep his family over the winter. Requests more time to reimburse Ogden for the money she lent him, but tells her that he will borrow the money to pay her back if she is in desperate need of it. Envelope includes a three cent stamp.

Writes from Camp Stoneman. States he was released from the army on 11 June and went to Maine to visit some friends. He decided to reenlist for one year in Hancock's Corp, a company composed of Veterans. Says he will be receiving payment for his services. Requests that Ogden hold all the money he does not need until his service is completed. He hopes to prevent it from being stolen while he is in camp. Says he wants to start a small business in Philadelphia, Pennsylvania when he returns from the war.

He writes about his frustration with the war's progress and the sense of defeatism he feels. He accuses the government of not thinking critically about the way in which "they use up human flesh." He also discusses the desolation of the area surrounding Fredericksburg. Bartlett also illustrates the dark character of the war at this point, telling Mr. Andrews about their encampment on top of a cemetery. Again, as in previous letters he ends with instructions on what to do with the money he is sending Mr. Andrews.

He ends with a discussion of the people he has seen from the Rhode Island area.

Discusses secession. Wishes South Carolina could leave the Union, and laments its power to rent the nation. Forcefully criticizes the leadership of President James Buchanan. Hopes President Abraham Lincoln will be prepared for the coming conflict. Mentions the eight-day delay in news from New York, which reaches them via telegraph and pony express. Unlike paymasters in the east, their paymaster has funds enough for six months. Wonders if his brother Robert, a doctor in Alabama, has "been run out of the country for being a northern man." Captain Joseph Brooks was tried at a general court martial for not paying his debts, falsifying his word, and for claiming a Virginian named Robert Cunningham was of good repute. The court, presided over by David Strong, acquitted Brooks of the charges. Wayne was the general in command of the United States Army in Greeneville, Ohio.
