Hayes writes as Lieutenant Colonel of the 23rd Regiment of Ohio Volunteers to Scammon, his superior, as commander of the 1st Brigade. Says, "Soon afer our reinforcements under Capt Zimmerman reached Pack's ferry the enemy retreated up the River. They passed the ford before the force I sent ... had reached here." States he got this information from a scout sent to follow them and from Captain Warren who commanded a force sent to the ford at the mouth of the Blue Stone River. Dated 1 PM. Written at Camp Green Meadows- located between New River and Bluestone.

States that he sent Lieutenant William McKinley (later elected U.S. president) to tell Scammon about Confederate General Albert G. Jenkins's force and advises to send cavalry after them. Writes, "Gen. Jenkins is reported to have crossed the pike leading from Guyandotte to the Mouth of Coal with less than half the men he brought with him." References Ingraham's letter about a "Grand Fair" in honor of the orphans of soldiers. Would be pleased if the orphans of Salem, Massachusetts are included. Also mentions his hope that orphans of sailors will not be forgotten. Porter had been an orphan himself.

Drawn in pencil with a colored flag. The regiment operated from 1863-1865 in southwestern Missouri, Arkansas, Kansas and Indian Territory. Frank Hoyt enlisted as a private in the 3rd Wisconsin Cavalry Regiment in December 1863 and served until August 1865.
