At the Institute’s core is the Gilder Lehrman Collection, one of the great archives in American history. More than 85,000 items cover five hundred years of American history, from Columbus’s 1493 letter describing the New World through the end of the twentieth century.

Acknowledges receipt of a letter informing him of a time extension allowed for county officers by the West Virginia Legislature to qualify for an unspecified position. Discusses the removal of a Judge (possibly from Harper's Ferry) from office. Instructs Koosis to "Be particular to see that when we have another election, that the necessary oath of loyalty be applied to every person, who offers to vote." Discusses possible relocation of the Jefferson County Seat to Shepherdstown, West Virginia.
