"An Act to incorporate the Subscribers to the Bank of the United States" is reprinted on the front page. So is "An Act Regulating the number of Representatives to be chosen by the States of Kentucky and Vermont." The first act established the First Bank of the United States, and lists the rules pertaining to the bank. The second act states that, for the moment, both states will receive two representatives in congress.
