At the Institute’s core is the Gilder Lehrman Collection, one of the great archives in American history. More than 85,000 items cover five hundred years of American history, from Columbus’s 1493 letter describing the New World through the end of the twentieth century.

Appears to be Kingston's cypher to communicate with Sir Henry Clinton in code. "Sir Henry Clinton" is written in pen at the top of one side, along with the word "Top" as a direction of how to place the cypher. There are 4 cut outs. When placed over a coded letter of the same size the cut outs provide a window for the message. There are pencil lines extending from the cut outs as well, which appear to be measurement lines for the actual cut outs.
