Possibly created by Manning, editor of the Albany Argus 1858-1871 and United State Secretary of the Treasury 1885-1887. Discusses the recipient's upcoming visit to Albany. Writes "Congress Hall, although an hotel, is comparatively quiet, and I recommend it to you, because you will be certain to meet there the Judges of the Court of Appeals, many leading members of our Legislature, and other prominent public men." Recipient's name is illegible.
