Possibly created by Manning, editor of the Albany Argus 1858-1871 and United State Secretary of the Treasury 1885-1887. Discusses the recipient's upcoming visit to Albany. Writes "Congress Hall, although an hotel, is comparatively quiet, and I recommend it to you, because you will be certain to meet there the Judges of the Court of Appeals, many leading members of our Legislature, and other prominent public men."
