The manuscript states that since the death of the Earl of Bellomont, William Smith has claimed to be his successor, but has only hindered the work of the Assembly. Smith has delayed the realization of Bellomont's work, and the Assembly calls for his greater cooperation so that they may accomplish their work. The Assembly then made a list of outstanding obligations to be seen to immediately. The paper was signed by Abraham de Peyster, Samuel Staats, Robert Walters, and Thomas Weaver. Marked as a copy.
