The paper is a response to an earlier paper presented by Abraham de Peyster, Samuel Staats, Robert Walters, and Thomas Weaver, in which they accuse Smith of obstructing the work of the Council, and unjustly claiming authority over the Council. In his response, Smith denies charges that he willfully disregarded the Council's wishes, and asks that the Council work wiith him in the future. Smith's paper is followed by a statement of concurrence by Peter Schuyler and Robert Livingston, two members of the Council.
