Graham claims that the assembly is full of delays but that he promises to aid in the recovery of the debts accrued by Livingston. He also refers to an action of "our fleet against the French" and the efforts of Governor Andros in his attempts to leave the port. Graham advises Livingston to focus on his "own private concerns."
