Responds to a previous letter from Deming, Mayor of Hartford, Connecticut, in which Deming requested a donation to honor Alfred Edmund Burr, Chairman of the Democratic State Central Committee. Expresses enthusiasm in providing a testimonial for Burr "for the great personal sacrifice he has made in behalf of our great National party, he has labored both in season, and out of season, with a self sacrificing zeal for the good of our party and Country ... " English served as a U.S. congressman (1861-1864) and senator (1875-1876), and as governor of Connecticut (1867-1869 and 1870-1871). Deming was mayor of Hartford (1854-1858 and 1860-1862
