Memminger, Secretary of the Confederate Treasury, responds to two previous letters from B. D. Boyd, president of the bank of Newberry, South Carolina. Seeks to clarify Boyd's request for a loan of fifteen million dollars. Inquires whether the loan should be granted in bonds or stock, and if he can draw on Boyd for the money.
