Draft of a speech in which Harding reflects on the history of the railroad and his personal connection with it. He extols its benefits and its role in developing modern life, and argues the importance of maintaining it to the United States. He does not advocate government ownership of the railroads, though. Also discusses labor in regard to the rails. Written in pencil on half-sheets, with some additions in pen. Paginated 1-24, 1A, 2-9, "Final" and "2"; p. 21 is typed and noted to be a "later substitution." Signature written in the title (in the third person).
