Discusses a previous deficiency in the number of men commissioned to participate in the Penobscot Expedition. Instructs Captain Lewis to immediately muster men to serve in Providence, Rhode Island and the Penobscot Expedition. Mentions a penalty against Lewis (possibly for providing a lower proportion of men from Sanford, Maine, than required by the General Court: refer to GLC01450.603.13).
