Letter written to Richardson at High Hills of Santee, South Carolina. Notifies Richardson to deliver by the order of General Andrew Pickens 100 pounds of powder, 100 muskets and bayonets, 1000 cartouche boxes, one ream of cartridge paper, and one pound of thread out of the state stores. Note on page 2 signed by Fields Pardy certifies receipt of the goods on July 16, 1782. Mathews was governor of South Carolina from 1782-1783.
