Reports that two crewmen, Charles Moore and John Duggin, were caught drunk and fighting, and that Duggin was also insubordinate. Written on board the U.S.S. "Dale," off of Funchal on the island of Madeira. Cummings was a lieutenant aboard the "Dale."
