States that Somerville will replace Christopher Hughes, who will assume the post of Charge d'Affaires of the United States in the Netherlands. Refers to the inclusion of a letter of introduction addressed to the Minister of Foreign Affairs of the Government of Sweden, a copy of this letter, and of Somerville's Commission (not included). Offers instructions regarding the duties Somerville will assume at his new post.
