Petition cosigned by Charles Alexander, John Hamilton, James Montgomery, Richard Eyres, Alexander Henderson, James Blair, Gibbs Jones, Benjamin Thompson, and John Chutham. Signers notify Caldwell that William Duncan, gunner of the Washington (a ship) broke from his office to do duty as a private by sentence of a court martial. Some unknown authority then restored Duncan to his former station in violation of the court. Caldwell was Commander in Chief of the armed boats of Philadelphia.
