Stamped as page 96. Signed by Stanton vertically along the right-hand margin; also with an autograph endorsement signed by E[dward]. D. Townsend certifying that the foregoing order is a true copy of the original. (Not signed by Olin.) Labeled "Exhibit 'B'" (possibly in Stanton's hand). A printed copy of General Order No. 94, issued by the War Department on 4 August 1862. The document orders a draft of 300,000 militia for nine-months service; that if a state cannot furnish its quota of volunteers, the deficiency will be made up by special draft from the militia; that the War Department will prepare regulations, and present them to the president, to provide for promotion of meritorious officers and removal of incompetent officers. Signed by Stanton vertically along the right-hand margin; also with an autograph endorsement signed by E[dward]. D. Townsend certifying that the foregoing order is a true copy of the original.
