Signed by Harrison as President and William Fisher Wharton as Secretary of State. Informs Sacasa, President of Nicaragua, that Romualdo Pacheco will no longer serve as United States Envoy Extraordinary and Minister Plenipotentiary to Nicaragua due to an action of Congress "separating the States of Central America into two missions." Hopes for continued friendship between the governments of the United States and Nicaragua.
