One pamphlet entitled, "Communication Requesting That No Funds be Appropriated For the United States Courts For China, 1944," dated February 22, 1943. This pamphlet recommends that no funds be appropriated for the United States courts in China due to a treaty with China signed January 11, 1943. The treaty states that the United States relinquish their extraterritorial rights in China. By this treaty, all United States citizens that reside in China fall under Chinese federal laws, making a court system run by the United States in China unnecessary.
