As aid to General Anthony Wayne. "The Merchants, not owing allegiance to the State, will be permitted to remain a reasonable time to dispose of their goods and settle their concerns ... The inhabitants shall be protected in their Persons and Property until the Determination of the Civil authority is know..." With manuscript endorsement of Wayne confirming the message and allowing the merchants six months' time.
