Copy of document by General Turner and Assistant Adjutant General William L. Hulbert. Pursuant to the instructions of the secretary of war, Winder was to be released from the prison in Richmond, Virginia, where he had been held for his role in the mistreatment of Union prisoners of war at Andersonville Prison.
