Lincoln writes to Secretary of War Stanton concerning the promotion of Colonel Charles H. Tompkins to Brigadier General. The Rhode Island Delegation and General Horatio G. Wright called upon Lincoln to make the appointment, and brought a favorable recommendation from General John Sedgwick. He asks that the promotion be made unless Stanton has a valid objection.
