Circular "To Capitalists" discusses investment opportunities with 14 rules for employment of free Negroes. Ink note: "This paper was printed by the soldiers of the175th NY Vols. on the morning after the capture of Franklin, La by Union forces under Maj. Gen Banks." Inscription of Thos. Beckett, M.D. Surgeon, 175th NY. Wallpaper has three romantic Mediterranean peasant scenes printed on tan paper (pattern # 1958).
