An extensive autograph endorsement signed 20 June 1863 by General Jubal A. Early, division commander, Army of Northern Virginia a division in Richard Ewell's II Corps, dismisses the request and says he deems it inadvisable to trouble Lee with Smith's message.
Early writes "The suggestions of Genl Smith are not probably in accordance with the views of the commanding general... I do not deem it admirable to trouble him with this communication." Written on a manuscript letter signed dated 17 June 1863 by General William Smith to Chilton, Adjutant and Inspector General. Smith instructs Chilton to forward his considerations to General Robert E. Lee, commander of the Army of Northern Virginia. Writes "I am now in camp near Winchester. This is an important place as a means of protecting the great valley of Virginia in its rear & of controlling the country in its front to the Potomac River. The enemy, as I am advised, hold it to be position of the first importance as the means of protecting the Rail Road & Canal running through the Northern side of this valley..." Comments that the area holds immense agricultural potential. Argues that the Confederacy should attempt to hold the area permanently. Relates that Union occupation of the area "has produced a marked demoralizing effect... the country & the people are treated with increased harshness by the enemy..." Suggests that Lee send a force of 5,000 men to hold the locale. Offers to command the post until November, when he will assume the responsibilities of a different position.
